updates to the RBWar 4 schedule and the RBWar rules

S! all, in an effort to keep the RBWar evenly matched for both teams, we have changed/expanded the schedule so that the German and Allied teams will switch sides on all maps.

We have also addressed the problem of a team's pilot shortage with an added rule.
